Walter R. Starr is Judge of the Court of Common Pleas, Probate and Juvenile Divisions, of Monroe County, Ohio. He has held that position since 1991.

Judge Starr received a Bachelor of Science in Labor Economics and a Bachelor of Science in Industrial Management from the University of Akron in 1976, and received his degree of Juris Doctorate in 1978 from Ohio Northern. He obtained his license to practice law from the Supreme Court of Ohio in 1979.

Judge Starr is a member in good standing of the Ohio State Bar Association, the American Bar Association, the Ohio Association of Probate Judges, the Ohio Association of Family and Juvenile Court Judges, the Ohio Association of Family and Juvenile Court Judges Detentions Committee, the National Association of Probate Judges, and the National Association of Family and Juvenile Court Judges.

Locally, Judge Starr has served on the Executive Committee for the Ohio Welfare to Work Program, the Community Improvement Corporation, the Executive Committee for Oakview Juvenile Rehabilitation District, and the Monroe County Family and Children First Council. He is a member of Woodsfield Kiwanis, the Swiss Hills Career Center Advisory Committee, and the Monroe County Chamber of Commerce.

Additionally, he has been recognized for his support for the advancement of academic excellence at the Swiss Hills Career Center, Monroe Central Teen Institute, Monroe County Jobs Training Partnership, Woodsfield Lions Club, Visions for Youth, the Ohio Judicial College and the National College of Probate Judges.

Judge Starr is the son of Leo and Violet Starr. He and his wife Lois have been married 20 years and reside in Lewisville. They have two daughters and three grandchildren: Justin, 5, Cody, 5, and Laken, 3.
